How to unlock the The Last Mile Marker achievement in Cities: Skylines II - Definitive Guide

In Cities: Skylines II, the "Royal Flush" and "The Last Mile Marker" achievements require you to reach certain milestones in your city's development.
You can get "Royal Flush" as your first in less than 10 minutes and this achievement as your second.

The "The Last Mile Marker" achievement requires you to unlock all city services in a single city by reaching milestones 20 : Small city.
Obviously, you will unlock this naturally but you can speed up this achievement :

How do you unlock new milestone?
  • Gain XP: In Cities: Skylines II, you gain expansion points (XP) by building roads, placing amenities, generating energy, and connecting grids. You can also gain passive XP points from Population and Happiness metrics every 1.5 in-game hours.
  • Unlock Milestones: As you gain XP, you'll reach milestones in your city's development. There are 20 milestones in total, broken up into 5 larger milestones: Grand Village, Big Town, Large City, Thriving Metropolis, and Megalopolis.
  • Unlock City Services: Each milestone you reach will unlock new city services, but you will also get a lot of money (600K,700K,…) and increase loan limit.
Here's a step-by-step guide to help you reach level 20 in no time :
  1. You can start a new game and build many “small coal power plant” (300 xp for $880K), you can reach milestone 3 before getting out of money.
  2. Once done, just bulldoze all of them to get a $1.5M refund, go to the development panel by clicking on the bottom left “3 Large Village”, then select garbage management (5th icon) and unlock the “recycling center”.
  3. Build the recycling center “recycling center” (2,000 XP for $880K) and bulldoze it each time you get out of money until you are totally broke (arround milestone 11).
  4. Go to the loan tab in the economy panel to borrow the maximum loan. This borrowing limit will increase with every milestone (play at the minimum speed to avoid paying interest).

Small Parks are 100xp per 5,000. Surely that makes more sense then spamming 880k for 2,000 XP? Hmm.

In theory that sounds better but after 10 seconds you'll realize why recycling centers are the way to go
