How to unlock the Pioneer achievement in Cities: Skylines - Remastered - Definitive Guide
Once you start up the game, make sure to build some amount of road. Doing this should unlock your zoning and utilities.
It's somewhat grey on what counts as a full "city" so to be safe I reccommend doing all of the following:
1. Plan out utilities of water, sewage, and electricity. If you focus on using windmills for energy sources you will also get the "Green Energy" achievement. Power lines do not effect that achievement from unlocking so be sure to use them when you can. Citizens DO NOT like noise so place them away from your residental area. On the opposite end of that, commercial and industrial areas do not care about noise so putting your energy in those areas are preferred. Water and sewage are best followed by looking at the water flow of the map. Put the sewage at the end of the water going away from town, while putting your water upstream from there. Keep piping simple, use roads as guidelines and dont try to overcomplicate it. If you do, you'll overpay on pipe maintance which can make or break the town starting out.
2. Keep road plans simple. The best method is obviously building squares. Using the road snapping tool, building 1ux1u squares is best for not just traffic flow but for zoning as well. However, if you wanna build a more unique road pattern, just make sure to keep a eye on your income and whether or not you are in the green.
3. Zone industrial, residental, and commercial. Make sure to zone in a way that your commercial is a buffer zone between your residental and industrial zones. If you notice while simulating nothing is being built, rezone to put jobs closer, place essential services or parks nearby, or simply WAIT.
4. Simulate!!! The key thing about this game is the fact that it is a simulation game. So time and triple speed are you best friend. Any change you make wont be instant (unless its something like bulldozing), so make sure to give most changes at least a week (of in game time) so they take effect most effectinly.
