I had a city of over 100K then i made sure i had enough money in the bank, and placed down 15 prisons. once the cheevo popped i got rid of them.

So, checks notes, to get the "15 prisons in the city" achievement, buy 15 prisons?

Create a save and build 15 prisons, then reboot and continue playing.

After the prison becomes available for construction, accumulate $1,800,000, save, build 15 prisons at once, the trophy will drop and you can load the save to save money.
