this one is done over time.

personally i had a city with over 100K. I used recycling center and recycling policies to get to that point.

sooooo all i did was add 5 landfills. didnt touch anything eles... just had landfills.... it then took me about 4Yr ( 2hr real time) roughly

At the beginning of the game, build 2 dumps at once, they are not expensive, as the city grows, they will begin to fill up completely and instead of emptying them, buy 4 more so that the sixth dump can be cleaned and it will work normally

Don't empty dumps once they are full. Until the city has 5 full dumps at the same time.
