If you find that you can't place blimp lines easily (the controller/selector dot will jump around eratically between two points, not allowing you to finish the line even with mashing the 
button), uninstall the Airports DLC if you have it. At the time of launch, this game version had a minor bug that was introduced in the Airports DLC that causes this behavior. Uninstall Airports, start a new city, rush to 7,000 population, and then you will find the blimp lines placeable.

The problem has been fixed with the newest update. Just got it without any issues.
