How to unlock the Tough City achievement in Cities: Skylines - Remastered - Definitive Guide

took me 1Hr
i lost 11000 people
and roughly $400,000
started with a city that had about 84K people. also had $3.3M. then took out all the police.
it took a bit of time to reach the 40%.
when i hit 40% it was 12:54 when the cheevo popped it was 1:54.
one year in or 30mins my income perhr/month dropped 90% and at that point i had lost $600.000 and my crime was at 63%
little tip... when my crime hit 63% i added a police HQ then when it hit 49% i took the HQ out. at which point i floated around 52%-57% and a population floated between 72K-77K. I did notice that anything around 53% or lower people were moving in and i was making money. Anything 54% or higher and i was losing. ended up making money when everything was said and done.

I will say for me that the achievement only popped after looking at the info stats for crime rate
