This achievement is missable.
Throughout the game, you need to help Kadet - namely, at Far Spindle and Scatteryards. If you unlock the following, you're on the right track:

Towards the end of the game, you'll get to "Darkside" (note: this is not during the Darkside Recon contract, its the 2nd time you arrive at Darkside and can openly explore) and you'll be able to complete the contract “Hexport Remains”.
During this contract, after the first action clock you'll have the option to complete one of two locations - "Ruined Docks” or “The Epicenter”. You MUST choose Ruined Docks. Completing the action clock at “Ruined Docks” during this contract will unlock this achievement.
Follow Citizen Sleeper 2 - All Achievements (1000G) in 1 Playthrough (Roadmap and Walkthrough) for a mini-walkthrough/roadmap on getting all Citizen Sleeper 2 achievements done in one playthrough.

Correct, I just wanted to add that you can do both locations to get the full context of what happened at Hexport. The contract will be concluded after fully exploring just one of the two locations, but you can still do the other one afterwards, as long as you don't leave the contract location or run out of time. Since you are on a relatively tight schedule due to the radiation exposure (a crisis event that can't be stopped), it's definitely recommended to do Ruined Docks first.
