This is missable if you either fail to take her as local crew to the contract at Helion Gate or refuse her offer to join your crew permanently afterwards.
You first encounter Juni during the opening chapter in Hexport, but it's not possible to permanently recruit her there yet. How you act towards her at Hexport doesn't affect the achievement. No matter whether you side with her on the mission to the Solheim derelict, get into a fight with her or don't do the Solheim wreckage contract from Karsten at all and just pay for the fuel lines, you will be able to recruit her during your second meeting later in the story (the narrative and dialogue of those scenes change based on whether you parted on good terms or not, but the outcome remains the same. Her two later additional missions will also become available regardless whether you let her have the data from the Solheim ship core or not).
You'll meet her again in the data archives of the Helion gate ruins. To unlock the location where you'll meet her, you first need to travel to Flotsam and consult with an artificer (whom you'll meet after fully exploring that station) and have him run a diagnose on you. He'll tell you that to find out more about the strange changes within you, he'll need a prime shipmind from a big old Solheim ship to store your emulation into while he investigates your body. This'll update your drive to diagnose your frame with the goal to acquire such a shipmind, so you can now search the traffic data on Helion Gate to find a possible location of the wreckage of a big Solheim ship. (If you travel to Helion Gate before doing the part on Flotsam, that location simply won't be available, because you have no reason to search the archives yet).
Juni hides on that station searching for old Solheim data herself and she will confront you when you fill the success clock on your data search, pointing you to the information you seek and opening up the contract location to acquire that shipmind. In return, she wants you to take her with you on that contract, so she can acquire data from that old ship.
You MUST select her as local crew for this contract. If you don't, she won't offer to join you again.
After completing the contract (regardless of how it goes), she'll offer to join you on a permanent basis. Accept this and the achievement will unlock.
