At Dragos's yard, complete the "Back in Business" wheel through either Engineer repeatable action "Hull Dissection" and/or Endure repeatable action "Manual Salvage". After that and a dialogue with Dragos, the achievement will unlock.
If you don't complete "Back in Business" before the 8-cycle "A Debt Called In" wheel fills in, you will need to pay the debt holders 30 cryo 3 times before the "Final Deadline" wheel fills in to be able to perform the actions in the first step. You can also attempt critical action "Negotiate the Debt" to reduce the amount needed.
This is missable as Dragos will disappear if you let both the "A Debt Called In" and the "Final Deadline" countdown wheels fill up, though you would have to be trying to avoid this on purpose it as this is one of the few options for early income.
