Find Sabine by going to the Bright Market compass icon and successfully completing at least one round of exploration. Go through their initial dialogue (choices don't matter) and wait three cycles. Following the dialogue during the second visit, they will administer a stabilizer vial for free. After that, stabilizer vials will cost 100 cryo each. Achievement will unlock after purchasing your first stabilizer vial (not unlocked for the free vial).
Note that buying a stabilizer vial puts it in your inventory and does not immediately consume it. You can buy it and use it immediately or use it at a later time.
