To get this achievement, you will need to purchase the toll into the Lowend. Complete a few missions and the apartment will appear next to Min-Gi express. You will need to collect scrap parts to repair it, and then use DICE to work on sealing the apartment. Once the meter is full, you will unlock the Makeshift apartment to rest and the achievement will pop.
