This is achieved by following Ankhita's somewhat lengthy storyline.
1. Help repair the Ambergris
2. Supply her with a shipmind.
3. Use the ferry to cross to Greenway area and track her ex-partner. (After supplying the shipmind the ferry is discounted to 100 cryo)
4. Choosing any dialogue options in the ensuing scene, doesn't seem to change the outcome.

Weird. I did all of this and it didn't drop for me.
edit: Actually, this did drop for me eventually. After the scene there' a timer, I think about 4 cycles, another scene with Ankhita and then it drops.
