In chapter 3, after powering up the gates and entering the apartment complex, go across the room, passing the statue and electrified door, and up the stairs. Upon exiting the stars, enter the bar area on the left. Behind the bar is two key cards to take, one of which opens the first door in the hallway across from the bar area, aka the birthday room.

Chapter 2: Reach the guest quarter and grab the Triangle key behind the desk. Turn around, open the corner room and enter.
