you will unlock clouds by completing the quests given by the indicated sheep, however you won't have enough to make a storm cloud until after you progress the quests enough to reach night time. once you have enough clouds for a storm cloud with lightning, click it and press RB to fire the lightning. just zap any number of sheep repeatedly 25 times to unlock the achievement. be careful as zapping the same one too many times in a row without letting them recover will kill them. however you will want to do this once to unlock the following achievement:
if you do kill all your sheep, don't worry as the cost for replacements is cheaper the smaller your current flock. so with no sheep, your first one is always free. you can then use your lightning to (attempt to) zap your baby lamb ten times to unlock another achievement:

Striking a sheep with lightning has two different consequences. If the sheep has wool, it will shed the wool one layer at a time. If the sheep is fully sheared, it will die. Both outcomes will count towards this trophy. It is recommended you only strike sheep who have wool so they do not die. Depending on how much wool they are wearing, you can strike a wooled sheep anywhere between 1-3 times before it is bald.
