How to unlock the Sheep Counter achievement in Clouds & Sheep 2 - Definitive Guide
You will also need to expand any one pasture so it can fit all 10 sheep. This is done my interacting with the expand sign and having enough materials required to expand. You will need to do this about 5 times.
If one of your sheep dies, you can revive it. The cost of reviving will increase with each sheep (costs starts at 4). A dead sheep in a tombstone does not count towards this achievement, but a revived one does. All 10 must be living. If you are having trouble keeping your sheep alive, keep them as tombstones when they die and wait until you have enough room for 10 and then revive them.
Once your 10th Sheep is put in the pasture (it will be a baby lamb), the achievement will unlock.
The best way to get more sheep is to feed them red flowers, drag the sheep together (a male and a female) then drag the heart above into a cloud and repeat.
Using tombstones which require only 5 stars for a revive helps a lot with this (5 stars a sheep). Good luck!
In order to get new sheep, you either need to buy them from the store (costs 25 stars) or make two sheep (one male and one female) fall in love. To make two sheep fall in love, they each need to eat a Flower. Once they have hearts floating above their heads, move them so they are standing right next to each other. They will start to fall in love and make a baby sheep. A large red heart will float up towards the sky. Drag this heart into a cloud to create a baby sheep. White clouds make white sheep, rain clouds make gray sheep, and thunderstorm clouds make black sheep.

Will come naturally later in the game. Don't start out trying to get this. As you move on in the game, you will need to expand your farm and get more sheep. You can add sheep by making a boy and girl fall in love. You do this by letting them eat flowers. Once they get a heart over their head, move them to talk to each other. That makes them "mate" and then when the heart goes up into the sky, you join that with a cloud. Poof! Baby sheep.
