To toss a sheep, scroll over the sheep with the cursor and hold down RI. Use the LS or the D-Pad to lift the Sheep. Let go of R1 to let it go and toss it. You need to do this 100 times (can be done to the same sheep; it doesn’t have to be 100 different sheep).
Tossing and rolling your sheep is considered fun for them. This will increase their happiness. With enough happiness, you get Stars. You will need a lot of Stars to progress through the game, so keep your sheep happy!
I found an easy way to do this just by changing the environment and it registered as tossing them. See the sample video.

Will come naturally. Tossing sheep in the air makes them happy (they're playing) and there will be repeated quests that require you do it.
