Armand is the final boss at the end of the 5th Avenue Bar stage. This has to be done during your Cobra Kai playthrough as Miguel is not available in the Miyagi-Do campaign.
You can beat on Armand with any character you like, but the killing blow must be Miguel's Personal Jump Skill (hold
+ press 
). If you have upgraded this Skill where it also adds damage over time, the DoT effect from the attack should also count.
By finishing Armand with a Skill, you will also fulfill one of the Karate Challenges toward unlocking the Purple Belt achievement:
