Tom Cole is the final boss of the LaRusso Auto level. His two major attacks are signaling for cars to come driving through the screen and dropping cars into the field which explode afterwards. Once you get him down to a few slivers of health, switch to standard kick attacks by pressing . You can also use jump kicks by pressing then while you're airborne. Other attacks using some combination of the button and another button should technically work, but I stuck with standard kicks just to be sure.
