Both phases of the boss can be beat using the same strategy. Move up and down while shooting him, and roll through his bullets when you need to change direction. Prioritize killing his minions when they show up.
In my opinion, you will need at least one fairly strong gun to make this fight easier. Otherwise, during the second phase with the shield, you'll be doing very little damage.
During the second phase, spamming an explosive weapon/dynamite makes it easier but is not necessary. There is usually plenty of refill in all the boxes in the arena. Avoiding doing so will also net you the "Why make it easy?" achievement.
Example of the strategy below:

Working for me now, not sure what happened. Just made it to the final boss for first time, and beat it without explosives as well.

Not sure, it's playing for me. Clips are notoriously weird about loading sometimes.
