Locked crates have random spawns except for the first crate, and the first time you’ll encounter the first one is always in 1-3. Problem is is that it’s locked, and the key is in 1-2 on an enemy.
Your best bet is to completely clear out 1-2 of all enemies to get the key off one of them instead of leaving any alive. Once you find the key on a dead enemy in 1-2, simply find the crate in 1-3 (big crate with a huge keyhole on it) and press
on it.
