The Big Bear is the second boss of the game, located in area 2-3.
Characters with high agility will obviously have an easier time with this, but it can be done with the base character.
My strategy was to activate a few bear traps before activating the boss, find a rock pillar in the arena, and just run circles around this shooting at the bear until the 2nd phase. Do not use a gun with a long reload as you will be too slow.
The 2nd phase starts when the bear is below 50% HP. He will do charge attacks that aren't really dodge-able without rolling. If you have an arena with a decent rock pillar, it is possible to get him to charge into the rock and stop, then continue circling around the pillar while shooting until he charges again. However, I found this to be unreliable as he will often just clip past the rock pillar and hit you. So, I found the best strategy for phase 2 was to have him charge into the bear traps - they do a lot of damage and stop his charge. While shooting, 2 or 3 bear traps will be enough to finish him in phase 2.
