With the Sapper, wait until the walking guard walks away from the guard closest to you. When he starts walking away use the Sapper to punch the still guard, then tie him up and carry him behind the bushes.
Wait for the walking guard to come back around and when he sets off walking again, follow him without running and punch, tie and carry him behind the bushes.
Now you can punch, tie and carry the guard stood in the middle by the fence before doing the same to the final guard behind the bushes on the right.

Now with the thief climb the pole and climb along until the second to last pole. Climb down, sneak behind the guard and lockpick the box. Take everything from inside and climb back to the Sapper. Give the grenades and wire cutters to the Sapper.

Have the Sapper cut the wire fence just to the right of the third guard (stationery facing the fence). Get your metal detector out and use it while you walk slowly through. There are no mines on the road, just the dirt area.

Now sneak behind the guard next to the box and punch and tie him up. Go back to the fence on the road, throw a grenade into the middle of the pack which should take them all out.

Mission Complete.
