This is one of the easiest achievements in the game. Any level in which you have the sniper as a playable character will allow you to get this done.
Just use the sniper rifle and it's insane range to kill 10 soldiers. It happened naturally to be during normal progression of the game, i would t recommend farming this at all.

Thanks a lot for specifying which mission this can be done on. To others, "Take Control of the Town" (Euro mission 5) is a good mission to use for this.
