You'll get this done at the second level in the Normandy section of the campaign.
At the beginning jump out of the Zodiak (boat) pressing
.
Once you're swimming around, go near a mine and press
to go underwater whilst acknowledging your time before you drown at the bottom left. Once you're close to the wire of the mine just press 
and then immediately after to rise to the surface.
EDIT** You can active the scuba gear which allows you to breathe underwater indefinitely.. by holding LB and changing outfit, makes life a lot easier - x Menthas x
Rinse and repeat until all mines are deactivated and the 20G is yours.

Ah fair enough, I didn't mind going back up but you're method certainly reduces a few seconds.
