You can increase the chance of a Maelstrom spawning by editing the settings.

How?

Under the settings with admin control on go to the Maelstrom tab and change the spawn time window. Spawned almost immediately after change the times they can spawn.

tried all kinds of modifications, 11 hours of waiting and nothing! I think it bugged

I'm literally standing in the middle of a maelstrom right now and the achievement is not popping.

after 13 hours or so on dlc i got it!

Ok just got it.

I'm 99.9% sure the reason I didn't get it the first time was because I had the "cloak" cheat activated, and seeing as how if you have "ghost" activated when going into the maelstrom it will prevent you from getting the achievement, cloak must work the exact same way. I also changed the maelstrom spawn times 45 minutes apart. Like for example, I started playing at 5:00pm, so I set the event time from 5:00 to 5:45, and just hung out on a giant rock next to the Tower until it started up.

What is it though? A brief description of what it is would be nice. I'm not down voting, just wondering what exactly it is.

It's a Storm. Basically a tornado so everything will be dark, very windy, and lightning.

For anyone who is still struggling to get this. Use a USB keyboard.
Make sure sure you have the “surge defender” journey active and use the in game console commands to fast travel to the Center of the map called “the tower”.

On the keyboard, press your 0 key (this is what I pressed when my ~ didn’t work), it will bring up a small bar across the bottom of your screen. Type the following two commands (all with spaces followed by the enter key)

dc storm stop fast
dc storm start fast

After playing for several hours it turns out that Siptah is just a beautiful island paradise. Haven't even seen a hint of a storm.
Not sure if it's because i'm playing on cloud or not but my KB isn't recognised in game (my console recognises it - pressing the windows key brings up the guide etc.) and not sure whats going to be quicker, standing around for another couple of hours to see if one magically spawns or installing 100gb to see if that makes my kb work.
Kinda makes this dlc pointless if no storms spawn so you can't farm mats

Edit: 90 mins later 1 finally spawned (Only took 6 hours of standing around!)

I can’t seem to get a maelstrom I’ve been waiting for hours at the center, and the keyboard method is not working as well I tried pressing the ~ and 0 and everything but the commands screen never shows up, I’m very close to throwing the controller into my tv

Worked for me first try, I pressed the ~ twice to bring up a larger menu.

I had to start a new save, but then I teleported to the center of the map and didn't add any god/nosprintcooldown abilities. I typed the code in and it popped right away.

No idea why it didn't pop when I was gathering the locations because the in-game "achievement" system popped up that I got credit for the storm. I hope this helps someone else out.

With the latest update MAKE SURE Have SURGE DEFENDER JOURNEY selected and it HAS to be up to the part of the journey that says "Enter the Maelstorm" Proceed with the typing solution by plugging in a usb keyboard (like 12 bucks on amazon) press the ~ twice to bring up a larger menu then type: dc storm start fast

The storm will start and you'll see a vortex/all cloudy etc. run/fly towards it until your journey is complete. ALSO make sure YOU DO NOT HAVE CREATIVE MODE turned on, you can have god mode on though and I recommend you leave god mode on for everything.

I'm also having trouble with this achievement, every time I press ~ nothing is coming up. Are you meant to press is while in a certain part of the settings or main screen of the game? I'm a little lost
