So after the latest "update" You can use the admin prompts but for my partner only Use 7 achievement unlocked for her.
Solution: Press the Back button and tab Journey.
Make sure Vault Raider is selected and travel to the Bastion of the Bat-Demons.
Finding that vault should unlock find a vault location.
Go run through/past all the wolves and at the very end is a chest with a sigil in it.
After you use it the achievement for using a sigil/memorizing it should unlock.
