Story related. You need to find the lever to operate the ink elevator, then use the elevator to get this achievement.
*Slight spoilers*
The lever needed to operate the link elevator is in the base underground of the Upuant expedition base (main building). From the elevator turn left and take the second left into Bio Lab B. After you've interacted with the plant, the other doors in this room will unlock. Take the door to the right (with your back to the exit) This is in the same room where you have your first 'Conarium event' (touching the green statue). Head back to the link elevator (you passed it getting to this room), insert the lever and use the elevator.
