How to unlock the Prisoner Release Programme achievement in Conflict Denied Ops - Definitive Guide

CONFIRMED: You can leave the two hostages in their cells until you have destroyed the helicopter, after that you can go and release them. After destroying the helicopter (make sure not to approach the extraction helicopter or you will end the level), run back through the level and release the two prisoners and then evacuate to end the mission. Should you choose to do it the hard way:

On Castle after meeting Dr. Pessich and defusing the suitcase bombs you will come to a large room with about 10 people in it, for further recognition there is a bridge in this room as well, along with 2 buildings that are perpendicular to each other on the far side of the bridge.

The hostages are located in the building on the left wall, and you can release them by pressing a switch on the wall of the other building.

After releasing the hostages you must make your way up a long spiral staircase crawling with men, using Graves' shotgun and Lang's LMG you should be able to just run up the staircase killing everyone in your path with little trouble at all.

After reaching the top you must defend yourself until the extraction Helicopter arrives, as well as destroy 2 SAM sites. Be cautious though as there are several heavy machine guns, and even a sniper on this area of the map.

For me the hostages always ran across the street and into the left-most tower, you should follow them in there to ensure that the tower is clear before they enter. After you are sure the hostages are safe proceed with securing the LZ. At one point a helicopter will appear and you will have to destroy that using Lang's rocket launcher.

Your achievement will pop as soon as BOTH hostages are safely awaiting evacuation.

Yep, I let them out once I took out the helicopter, and one of the two SAM sites. One of the pair decided he loved the wall near the cells and didn't follow the rest of us above, but it still popped once I extracted.

I can confirm that you don't have to release the hostages at first..doors will stay open all the time so take out all the enemies then when its time to evac just head back to where they were.
