- Initially complete Lord Longneck's campaign
- Complete building the museum for Lord Longneck
- Longneck’s Market Share needs to be between 0 and 20
If you have met the requirements but the mission doesn't appear, you can quit the game and relaunch for the possibility of getting it to appear.

All the guides I found say that this mission will appear if
- Lord Longneck's market share is between 0 and 20
- the museum is built
- and you completed Lord Longneck's story
As it didn't appear for me even after multiple reloads, I tried other market shares and it finally appeared at 32 market share.
