The progress bar for this one is segmented into 20% chunks for some reason, so it will look like you're not progressing at all until you've accrued an hour total, then it will update.
Easy way to get it is to turn off your console's inactivity sleep setting, plug your controller in so it stays on, and then just leave the game running for a few hours while sitting in first person view (and not on map screen etc). Make sure you don't have any rentals or loans active otherwise you're gonna get stung by all the payments while the game ticks over.
