Easy but a little bit random.
Dog Kennels are built at the Gadget Factory, which you can build after the Cement Yard.
Place a kennel in some yards and wait. Eventually an enemy will enter the yard and the dog will chase them away. I didn't have to wait long, but ymmv.

You can create a dog kennel within your gadget factory once a Brick Yard has been built. Once a dog kennel is produced you have to place it within the fence of a property (can be done for any building (properties, yards, factories, undesirables etc.). Note: You need a 1 square room for your dog kennel so make sure your fence is wide enough to be able to place the kennel.
The trophy will pop once the dog attacks a rival unit (worker, Foreman, undesirable etc.) but it's luck based as you don't know what your rival will attack. To make life easier for yourself, build Dog Kennels everywhere it's possible to place one.
