This is very easy to get within the first 10 minutes of most, if not all, game modes.
You will get a game notification, you know the type, a blue text box, telling you that you've created enough resources to upgrade your current factories. I got mine in my first game after building the cement factory. This becomes available after building one of each of the wood residencies, 3 in total.
If you haven't received this notification after building the cement factory, try populating the wood, and/or cement factory with work crews in order to create more resources.
Once the notification has popped, select the wood factory with
and click the bottom left icon in the right hand panel. It will have a small building and a blue arrow pointing right to a larger building. Click this to upgrade your wood yard and pop the achievement.

When you have enough Level 1 tenant houses, you will unlock the Cement Factory. Once the Factory is completed and you have enough resources, upgrade all of your Factories. The upgrade option is the lower left button inside the menu for that Factory:
Upgrading one of your factories will pop this trophy but CAPTAIN OF INDUSTRY will pop after upgrading all 4 Factory types i.e. Wood, Cement, Brick and Steel.
