This is very simple to get and can be achieved before buying any other plots in any game mode.
Start off by building a wood factory by your HQ, leaving enough space to build a log cabin next to it, which is the lowest grade residency in the game. Once built, fill the wood factory with one of your work crews.
Get your second crew to build the log cabin next to the wood factory and move in some slobs. As long as your factory in populated with a work team, the slobs will start to complain about the noise next door.
Simply move the work crew out of the factory to pop the achievement.

Tenants will complain about something at some point and ask you to deal with it e.g. place a tree in their garden, shut down a nearby Yard/Factory as it's making too much noise, build a Fence etc. Once the complaint has been dealt with, the trophy will pop.
