How to unlock the TOUGH ENOUGH ? achievement in Constructor - Definitive Guide

I did this on original difficulty set on greenfields and no enemies ,with that I just built the houses and factories ,police, hospital , school. Then worked my tenant level to 5 and built a commission .In that time had to deal with cockroaches , zombies and other various council and tenant missions hope this helps.

See GRAND DESIGNS for how to build a commission, now do this on the "Original!" difficulty to get the trophy. Remember that you can play solo, which helps you lots for this trophy!
