Progress far enough to have Level 3 tenants.
Build any Level 3 house and install either Level 3 tenant.
Your choices for them to build are more Level 3 Tenants, Mob Bribes, and Rent.
Select Mob Bribes.
Either wait for them to finish or speed up the clock.

Level 3 Tenants can create Gangster Bribes, which are needed to keep the mob in your favour and give you a Gangster to work with. Choosing this option will stop them reproducing and paying rent:
