This achievement requires you to increase the building efficiency of one of your foremen, to 2500.
You can check the efficiency of the work force by selecting a foreman and pressing
, and below the workers it will give tell you the current efficiency, which also correlates to the blue bar on the right of the workers.
To increase the efficiency make sure that the foreman has 5 workers, then simply have that work force as your building team.
I had to build 13 buildings to get the efficiency to 2500.

Workmen get experience by doing work i.e. building inside and outside of properties and working in factories. Your foreman can have 5 workers working for him so have all 5 gain experience until they hit maximum efficiency, then the trophy will pop.
