This is easy to achieve early on in any game type. I chose financial conquest on normal with a fixed starting position.
Build your wood factory and a shack in your starting area, make sure the shack is producing level 1 tenants. Buy the biggest plot nearest to you and build 4 shacks that produce a mix of tenants and workers, build 5 - 6 better quality level 1 buildings that have tenants paying rent. You now have 10 -11 properties with tenants. You should also be able to build the cement factory.
Buy a small plot of land and put the cement factory on it. Buy another smallish plot and build a gadget factory on it. Your tenants will all start complaining about the lack of trees. Not all of them will complain immediately so hold off building trees until the achievement pops.

Tenants will complain for all sorts of reasons e.g. no trees, too much noise from a Yard/Factory, wrong fence etc. Having 10 simultaneous complaints, isn't that rare but you can set things up so the they happen more often.
All tenants (except punks) will complain about noise from a factory on their plot so if you didn't get this during your one of your playthroughs, you can
generate a lot of complaints by doing the following:
1: Build 1 of the 4 available Yards on a decent sized plot of land make sure it's big enough to hold 10 properties.
2: Fill the rest of the plot with Log Cabins but don't upgrade them.
3: Have a family of slobs, move into each Cabin.
4: Have the Yard operate at full capacity.
5: Play the waiting game and eventually, you will have 10 properties complaining at the same time.
