Quite simple. Play through the game until you build the brick factory. When you have built it, the tenement becomes available to build in the undesirables sub menu.
Build the tenement and when you press
you get four options. Select the second option for a wild party by selecting it and pressing 
, then choose an opponent's house. When the party starts the achievement will unlock. If playing solo, you can also target one of your own houses.

To start a house party, you need Thugs. Thugs live in rundown Apartment Blocks, which are unlocked after you build a Brick Yard.
Once you build the apartment block you can select an activity from within the building. Select "House party" and select a rival house. The Thugs make their way to an enemy House you select and begin partying in a destructive manner. Over time, the rooms in the house will be downgraded until they are all ripped out. The Thugs will then finish and go back home. Once the party starts, the trophy will pop.
