Update: The next one appeared 20-30 minutes later, which was the last one I needed for the Achievement, so if you are not having them pop, do some main/side missions.

You can complete the same Bureau Alert (e.g. "Maintenance: Major Targets") 5 times to do this using a Backup/Safety Save. Simply start the alert, complete it, then use a Control Point to load the recent save and re-complete the alert 4 more times.
