How to unlock the Head of Communications achievement in Control - Definitive Guide
This is awarded for clearing the Mr. Tomassi mission (beating Tomassi for a second time).
*Edit* I just saw that Mortifervs has added a separate solution that covers getting to the mission in the first place (thanks). So I'm adding here to improve the guide:
Mods
I left this achievement until last so I had the best mods available. I equipped three health boost mods (two level 4 and one level 5).
Weapon
I only used Pierce when attacking Tomassi, with rate of fire, reload speed and damage mods. Shatter is a good back up weapon for the other enemies.
Hiding spot
There's a great hiding spot under the walkway on the right hand side, in a little alcove. Tomassi can't hit you from here but you can hit him. From here, it becomes a lot easier to manage the other enemies, and you'll be able to gather health drops fairly easily. When the Hiss Distorted (invisible shrieking things) show up, make sure you kill them as soon as possible.
Bonus tip - bring a healer
In the Turntable room before you go into Sterling Awe, a Hiss Cluster sometimes spawns. If it does, knock its health down but don't kill it. Seize it and it'll be able to follow you into the boss fight and heal you as long as it stays alive.
I found this by far the hardest achievement. It's a horrible, frustrating fight and took me about 20 tries...good luck
*Edit* I just saw that Mortifervs has added a separate solution that covers getting to the mission in the first place (thanks). So I'm adding here to improve the guide:
1) Mission to defeat Mr. Tomassi (again), becomes available during Finnish Tango main story mission.
2) To get it, talk to Emily Pope in Board Room / Central Executive.
3) Get to Turntable / Containment.
4) Room with Mr. Tomassi is on your left, when you first enter Turntable.
5) Kill Mr. Tomassi.
6) To get achievement and skill points, talk to Emily Pope again.

Staying under the walkway took 3 tries. Way easier than some of the other bosses.

Another good strategy is Levitating to the top of the catwalk. Tommasi's attacks have a difficult time hitting you up there. I would levitate and use Pierce to take down his shields. Then use of combo of Pierce and Launch to damage him. The camouflage enemies will attack you up top but are easy to take down because they'll be isolated.

Settings - activate one-hit (just tip in the box).
All enemies, including bosses, die with just 1 hit.
Do it and the achievement is yours 🤘
It took me 3 seconds to kill Mr. Tomassi
After you finish killing all of the enemies, head back to Pope in Executive floor to talk with her. That will finish the side quest and the achievement will pop.

Underrated solution. Worked great, thanks.

Lol, this did not work for me. I killed everything but Tomassi health bar was still on my screen empty and I was stuck in the room alone with no achievement.

Follow the other guides to find tomassi if you find it difficult to locate. The others guides didnt work for me.
I was frustrated rage quit and went to sleep. The morning it came to me.
The best weapon to use for is grip.
A suggestion is to max health, energy put some to shield and lauch.
During all the fight spam lauch to tomassi, he will avoid the first but cant avoid all. When he launches hide behind rocks.
Whe. The health bar is low and enemies spawn the invisible will spawn too. Press shield and hold it until the invisible hits you, the shield will take all the damage. Try to kill invisible asap. Shield and one lauch should take half your energy, always keep some to avoid with B button. After the invisible is gone kill the spawns. Dont bother with tomassi cause the things that blow come from all directions. No need to hide under stairs or anything just try launch launch launch...

Mr.Tommasi is the hardest boss in the game because he is very accurate at hitting you and it deals a lot of damage to you, also there are a lot hisses, and there are a few Invisable hisses. Once the fight started walk up the stairs and try to reach the very top of the room where there is a walkway that spans across the room. From there Mr Tommasi doesn't fly above you most of the time. (You will probably die if he did, if he did then you will just have to try again). After you get rid of half his health bar, everytime you deal with the flying hiss, the invisible hisses appear. Look for them as they come from the either ends of the walkway, kill the invisible hisses before they gets close and explode. Now there's some spare time before the flying hisses respawn and you'll have time to deal damage to Mr.Tommasi. Health is very limited in this fight, the only way to regenerate a lot of health is to collect the health dropped after killing an invisible hiss.
Tomassi appears again late in the game as its side mission is given to you by Pope ("Mr. Tomassi") in Executive, Central Executive where he is located in the Containment/Sterling AWE area. To make this fight easier, just run and levitate to the very top of the catwalks and whittle his armor down with Pierce and then switch to the Grip to bring his health down. Be cautious of Hiss Charged as they do spawn; just Seize one (or two) and it will help you against Tomassi as well as some Hiss goons on ground level.
The rematch against Tomassi presents itself during the "Finnish Tango" main mission, as its side mission is given to you by Emily Pope in the Board Room (Executive / Central Executive) where he is located in the Containment Sector, Sterling AWE area. To make this fight easier, just run and lavitate to the very top of the catwalks and widdle his shield down with Pierce with a weapon mod of Pierce Aimed Fire boost (Damage while aiming) and then switch to the Grip to bring his health down. Try to seize the Hiss Distorted to help with the minions who also spawn here.

Stay on the ground the whole fight. Use Pierce and the stone pillars by the entrance for cover until you get Tomassi down to almost halfway and other Hiss start to appear. At that point, run to the back right corner (from the entrance) and hide under the overhang. It gives you almost complete cover and there's a stone cover out front of it too. Let them come to you. Switch to Shatter and take them out as they get close. Jump out and grab health when you need it. Look for the signs of the invisible hiss and throw stuff at it to make it appear. Focus on killing the invisible ones first or they will trap you in the corner. Also watch out for flying hiss trying to explode. You can run back into a corner to avoid the explosion if you need to. When you have openings, get out behind the stone and shoot Tomassi with Shatter. Keep whittling down his health until you get him.

The main weapon is a rocket launcher, we use it to knock down the first layer of protection and finish off with telekinesis. After he has 50% of his health left, flying creatures appear and an invisible creature that appears periodically when hit takes almost all his life, it is better to kill it immediately, replenish his health and return to Tommasi. The boss is one of the heavy ones, while selecting tactics it took more than 2 hours.

For those who find it difficult in an open space, there are stairs on the right. Go under them and air attacks will not reach you.

The trophy is optional, not a story trophy. There is a bug in the Russian version of the game: the boss is not on the "Turning Platform", but on "AMS Sterling". In the English version, the location display is correct. The quest itself is taken from Pope in the Central Department of the Control Sector. During a fight with him, it is easier to climb to the upper floors so that the Iiss reinforcements do not interfere.
