This ability is actually called Shield Barrage in the in-game ability upgrades section. It becomes available after you obtain the Shield ability from the related sidequest and then unlock the second ability (Shield 2) in that skill tree section.

Once the skill is obtained, simply activate your shield by holding LB, and then release it while near enough to an enemy to cause damage. The ability doesn't do a whole lot of damage by itself, so it's quicker to wear down the enemy's health through other methods first, before landing the fatal blow with the ability.

First thing you need is to unlock shield barrage 1.

Easiest way to do this was to lure hiss charged enemies (the ones that blow up when they get close to you), close enough to hit them with the shield barrage and they promptly explode resulting in a quick kill towards this achievement. Key places I've experienced them to spawn often are immediately after you exit the elevator in research sector and NSC power plant area.

To execute the shield barrage, simply hold LB until they swoop down close to you and then release in their direction. They will drop to the ground and explode (you should probably move away before they do so). Repeat 9 more times and you're done in no time.
