If I’m not mistaken, I got it by blowing up a Wall of similar to those that protect hidden areas , I just gave it the three charges , Lit them and the cheevo popped. There where no blue particles to heal behind that wall so I assume I didn’t even kill an enemy with it

Sadly this doesn't appear to work on the giant Hartman monster you encounter in the central Active Investigations area (when you have to plug in power cores around the room to get all the lights on and scare it off). So I guess it needs to be a strong, but not invincible, enemy :(

Very easy achievement. Simply shoot a Surge round into an object which can be launched and launch the object at an enemy. It’s unclear whether you have to KILL the enemy but generally speaking this is pretty easy... Just be sure to stand back a little more than I did
