Play the game, making and serving the dishes til the end of the day, at which point you will be prompted to pick a perk to buy. Simply buy the perk you want and press 
to move on. You can also buy them from the laptop during the day. Just go over, click on the laptop, press

The perks are all locked on the computer. I've also pressed 
when prompted twice but didn't get the achievement.
Edit: It appears that perks are broken.

Finally managed to buy a perk on xbox one, Held the "A" and then pressed "X" to select it. Still cant get the burn an ingredient cheeve.
