To complete this you must catch with your fishing rod and donate to the museum 69 unique fish.
Once you reach Town Rank D you should develop the Sturdy Computer and Fishing Component at Lings Lab. The component will show you the Forecast for Fish for that day and night. It will display what you have caught and what you have not as well as if you have donated it already or not.

Develop Equipment (Town Rank D)
Sturdy Computer: (40k coins, Battery x10, Silver bar x10, Bronze ore x20, Scrap x100)
Fishing Componen:t (15k coins, Battery x5, Osmium ore x10, Gold ore x10, Water essence x5)
The majority (66/69) of Fish will be shown in the Forecast. Be sure to check each day and during each weather type Sunny, Windy, Rain, Storm, Snow, Blizzard. Also note some fish have limited dates they can be caught: 1-7, 1-14, 15-28, 22-28 (check every day). I was disappointed that the Forecast does not currently show fish that only spawn in the Caverns. I have listed those 3 fish below.
Flowerhorn

Location: Earth/Water/Wind
Season: Winter
Time: Morning/Afternoon
Weather: Any
Red king arowana
Location: Water/Wind/Fire

Once you donate the 3rd shark to the museum you will be rewarded with the Shark suit.
Once you donate the 69th fish to the museum the achievement will pop and you will be rewarded with the Dapper octopus suit.
Tips
Aquire Sturdy computer and Fishing component and check fish forecast daily. (Cavern only fish do not currently show in forecast: Flowerhorn, Silver arowana, Red king arowana)
Upgrade your Fishing rod to copper, silver, gold, and Osmium. Provides a longer casting distance and less tension from fish. Though it is possible to catch the majority of fish with a base fishing rod some fish are impossible and the rest are a battle, upgrade as fast as you can to make your fishing session relaxing.
In order to give you more real time each in game day to catch fish go into settings on the Game tab and change Game Time Speed to 50% which will slow in game time down to half giving you twice the amount of real time to play each in game day.
Healing the ocean. Some fishing locations will not be available until you have healed the ocean and doing so increases chance of spawn and rarity of fish.
