You need to reach heart 8 with 25 of the dateable partners with red hearts, not any of the NPCs with peach hearts. Found this out after getting 44 of them to 8+ hearts but finally unlocked when I did a mission for Kenny and counted the numbers. He was my 25th partner to get to 8.
