Some reason Thrusters haven't come up for my character. I downloaded the pack. Do you get in regular play? Or keys to the city?

You Should get it in regular play, Achievement can't be unlocked in keys to the City, the thrusters are located in the Grenades tab in the Armoury

Its best to find a fairly large group of Freaks and let them huddle around you and then tap the A button to get your agent into the air. Once your airborne ignite your thrusters by hold A, I recommend only doing this for short bursts at the Freaks head height.

If you ignite a majority of the group of Freaks your achievement should unlock, if it doesn't thrust your way over to some more Freaks to continue lighting them on fire till the achievement unlocks.

I did this by using my Thrusters at night, in an area with a high Freak populance.

Just keep bobbing at head level until you melt 20 and the Chievo unlocks

To have thrusters, you must select them under the gadgets tab when selecting your weapons while spawning. Once you have your thrusters equiped, jump into the air and then press the . Once you find yourself a big amount of freaks, tap the thrust  over the enemies heads to set them on fire. Do this slowly and conserve your thrust.
