You should get the wingsuit by simply going to one of the wingsuit races on the map. It will then be added as a gadget to your loadout.

I did this in the main campaign, NOT keys to the city.

You don't have to start a new character or campaign. I use my old saves that had everything completed.

If you want to get it sooner than the races , i found the Wingsuit in a weapons cache in Ashwood Marina next to Intel Fragment 08 high up on a building with 2 purple antennas on it with a big neon sign Ashwood Entertainment on it and some discolights on the top edge

How To Get And Use The Wingsuit:

There are two ways to acquire the wingsuit:

  1. Start any wingsuit race and you will automatically get it.
  2. At the starting point for the 'Up, Up and Away!' race in Zangado’s Breath, there is a gadget crate which has it. Hold to pick it up.
