Hold the back button to open up your menu. Make sure you upgrade your agent's strength to at least 3 by going to your agent's skills from the menu. Go to spawn objects then fun props. Spawn a boom box. Pick it up. Then go to spawn ai. Logistics ai. Spawn a warden. Throw the boom box at him.

Important to note you have to be at a Strength level 3 to pick up the boom box. But you can of course do that through the Keys menu.

Hold 
to access the Keys of the City menu. Scroll to Spawn AI > Spawn Logistics AI, select 'Thug' and press 
to spawn one (if you checked off 'Cease Fire", they should just stand there). Press to go back to the main menu and scroll to Spawn Objects > Fun Props. Select 'Boombox' and spawn one.
Press 
to pick up the boombox, hold 
to target the Thug then press 
to throw it at them. If it kills them, the achievement will unlock.
