How to unlock the Captain Sidequest achievement in Crackdown 3: Campaign - Definitive Guide
Obviously, obtaining the number of orbs, weapons, and gold medals is a given.
But be sure to physically pick up the wings, clusterduck grenades, and elemental forge to get credit for them for the achievement.
Finally, if you have everything obtained as I did and are stuck at some percentage (I had 98%), run a quick race (level 1 agility or vehicle) and it will register your progress and fill out more of the bar.

Does this mean if you have already 100%d the game, then getting the wings, clusterduck and forge will finish this off? Or are there new orbs (like there are new races?)

Yes, the achievement is a combo of finishing the OG stuff (agility races, car races, weapons, gadgets, and orbs), plus obtaining the new tech and getting gold on the new wingsuit races.
Nothing added to the game minus the new gadgets (wingsuit, elemental forge, clusterduck grenade) and the wingsuit races. When I got the add-on, I had all agility and car races done and gold, and most orbs. I finished the wingsuit races all gold and then got all orbs. I had to run a single agility race after all that was done for the achievement to pop.

It's best to split this achievement into three parts based on overall difficulty and when in the game you are likely to finish them:
1. Weapons and Gadgets - There are 24 weapons and 16 gadgets in the game, which are more than what is required to get this achievement. The True Achievements walkthrough has details of where to get all of them (Crackdown 3: Campaign Walkthrough)
2. Orbs - There are 750 agility Orbs and 250 hidden Orbs in the game. You will collect most of these as you progress through the story. The best guide I could find on the exact location of every single orb is by SerThicc, who has created a series of maps split into districts (https://imgur.com/a/KxSF8eV).
3. Races - There are 15 road races, 17 agility races and 7 wingsuit races in the game. You will need level 5 agility and driving to unlock all of the races. The agility and wingsuit races are not too difficult to complete but you may need to complete the route more than once in order to learn the layout. Road races are very difficult, but not impossible, to complete. The cars in this game have a lot of oversteer and can flip easily when you make contact with objects. Also, unlike with the agility and wingsuit races, you will go round a circuit twice.

To unlock this achievement, you need to have unlocked the following:
- "Circle of Life" - Collect all Agent DNA Orbs.
- "Orb Hunter" - Collect every Agility Orb in New Providence with a single Agent.
- "Orb Master" - Collect every Hidden Orb in New Providence with a single Agent.
- "Road Rockstar" - Complete all Road Races at Gold Level with a single Agent.
- "Rooftop Rockstar" - Complete all Rooftop Races at Gold Level with a single Agent.
- "The Wings of Justice" - Earn a Gold medal for all Wingsuit Races with a single Agent.
- "Gun Enthusiast" - Unlock 20 weapons with a single Agent.
- "Gadget Freak" - Unlock 10 gadgets with a single Agent.
Refer to the individual achievements for tips on how to unlock them.
There has been some discussion that the achievement progress meter for this achievement does not advance as it should unless you acquire the wingsuit from a gadget crate. If this happens to you, simply pick up the wingsuit from the gadget crate at the start of the 'Up, Up and Away!' race in Zangado’s Breath. Doing this adds the gadget to your supply points.
