With the Wingsuit equipped, jump and fly with 
above any weaker enemy types, then, while you're still holding , press 
to perform a Wingsuit Ground Pound to kill said enemies.
Note: If you're positive you killed an enemy and the achievement didn't unlock then you may have released too early, meaning you just did a regular 'falling' Ground Pound rather than a Wingsuit one.

I had engaged the wing suit and was flying to one of the next checkpoint I had to clear, once I got there I dived in held the Ground Pound button just before hitting the ground released and killed all the enemies in the area and it unlocked, I did not have to hold the wingsuit button

Note: If you do not have the wingsuit selected as your gadget, travel to any supply point to equip it.
The Ground Pound ability is unlocked once you reach Strength Skill Level 2.
When you happen upon an enemy or two, jump in the air high enough and deploy it. When you are above the enemy, press 
to perform a Ground Pound. This also works if you are already gliding around and spot an enemy.
